DOTA2 is running in such low fps on my system, and it was supposed to be like 20fps superior. Sys specs:
Intel Core i5-2450M @ 2,5GHz
RAM: 6GB (DDR3 I suppose)
Video Card: nVidia GeForce GT 540M
Driver Version: 347.52
OS: Windows 8.1 Pro
Max. Resolution: 1366×768@60Hz

I guess there is nothing missing about the specs, let me know in the replies.

Well its not the specs, i run 30 and i have much worse specs

Try turning off stuff like bloom and anti aliasing off, and render screen thing down to 2/3rds of the way

personally i have everything on lowest settings and a custom config file

also changing the resolution down to lowest and putting the ratio on 4:3 helps me a ton, but i dont think you need such desperate measures with your specs

I run it with everything on the poorest settings possible, even rendering on minimum possible, and even get 25fps and dropping to a minimum of 10 in team fights.

I personally think my pc is capable of running with everything on max with stable 30-40 fps. I assume that performance is some kind of bug or error, and I would like to know if someone has a fix it and how.

Yeah it is probably some optimization bug, Because your specs are not bad at all. i tried a lot of different fixes, some of them worked a little, some of them not so much.

custom config file
launch options
in game video settings
game booster (made the game run slower for some reason)

The things i did that helped me the most:

Turned resolution down all the way in game
aspect ratio to 4:3
turned off all in game settings
made sure my cpu usage was at 0-3% before i launched dota (THIS HELPED A LOT)

Dont know if any of this will help to much but meh.

2 things. can be a bug (happened to some people, fixed after some patches. )
or if you are unlucky, your laptop is not as good as it should be, in this case you can do the following, change configuration, there are may tutorials on how to do so easily. this is a resume.
go to folder on your PC: Steam>SteamApps>Common>Dota>cfg. once you are in this folder you need to create a document using Notepad, tittle has to be: autoexec. cfg, so that the document is not created as. txt but as. cfg
inside of that document you type the config you want.
for me it works one 1 modified by trial-error:

Excuse me Sir, it might be misleading but, wouldn’t the command “fps_max 35” limit my max fps to 35? how would that improve my current situation?
I could try switching to these settings, but in my situation, I think my pc is pretty capable of running dota on decent visuals, and sustaining decent fps. I think that is not my case, maybe is some sort of bug on the nVidia mobile graphics adapter. I made a quick googling and found out some users facing the same problem with the same graphics adapter (GT 540M) but no solution yet, or at least nobody posted there.
